Commander Lilith & The Fight For Sanctuary is available for download right now on Xbox One, PlayStation 4 and Steam. As was hinted in the Steam page leak, the DLC is going to be free (sort of) for owners of Borderlands 2 and Borderlands: The Handsome Collection. The catch is you'll only have until 9th July (7:59am BST) to snag this, as from then on it will cost 11.99 to purchase.
This week's free Epic Store games is none other than Borderlands The Handsome Collection. Players can download the game for free till June 4, 2020. The collection includes Borderlands 2 and Borderlands The Pre-Sequel along with all DLCs.
After Grand Theft Auto V and Civilization 6, Epic is giving another AAA game for free. This time, Borderlands: The Handsome Collection, is up for grabs for free. You can download The Handsome Collection on your PC for free until June 4. Borderlands: The Handsome Collection usually retails for $60 (Rs 4538).
The first thing players will have to do is download the Commander Lilith DLC by going to their respective platform's store. Please note that the Commander Lilith DLC is only for the new versions of Borderlands 2 on PC and through The Handsome Collection, not the original games on PS3 and Xbox 360. You can download and install the DLC from the official Commander Lilith & The Fight for Sanctuary webpage for free. Click the 'Claim your copy here' link over there to choose your platform and go through the motions.
You get everything released to date, except for the 4K UHD Update (which is a separate free download from the PS Store) . Also note that there is a strong possibility that a new story DLC will be released during E3 Week so keep that in mind. Do note that if you have the Retail version of the HC, the Pre-Sequel Claptrap DLC isn't on the disc but part of the 10+ gig v1.05 patch you have to download before you can play the game.
No commander Lilith's dlc is not included. It was available for free for a time but not anymore and a lot of people downloaded it then, I have also heard that if you have a ps4 pro and download the texture pack it will let you play it but I haven't been able to play it even with a friend that has the dlc it says I don't have the maps installed (why the texture pack works I guess)

Both DLCs were released about 3 months before Borderlands 3 hit store shelves in September 2019 but whereas the UHD Texture Pack has always been free, the Commander Lilith DLC was only free for approx 6 weeks, then it got a price tag and hasn't been discounted since. The odds of a discount are slim but could happen in the future.
